It must have at least 5 members and put all profits back into the association's activities. Incorporated associations are subject to the Associations Incorporation Reform Act 2012. Clause 2 (1) (1) of Schedule 4 to the GIPA Act interprets a public authority to include, a statutory body representing the Crown.
